The Elol–Etas project is part of the Vanuatu Affordable and Resilient Settlements (VARS) Project, implemented by the Ministry of Lands and Natural Resources with support from the World Bank. RSPE Ltd was recently awarded the contract to deliver this pilot subdivision in Port Vila, aimed at supporting resilient settlement development and improving living conditions in the city.

According to a statement issued yesterday by VARS before construction begins, RSPE Ltd conducted a full day of training and awareness sessions for 18 workers, focusing on environmental protection, workplace safety, and community well-being. This preparation forms part of the Contractor’s Environmental and Social Management Plan (CESMP), which guides responsible project implementation in line with national regulations and international safeguards.

Workplace safety and emergency preparedness were central to the training. George Jack, founder of Ningkaris Bridge Health Services and a former ProMedical paramedic, led emergency response exercises, including practical CPR demonstrations. Workers actively practiced responding to potential site emergencies to ensure quick and effective action when needed.

Health and social awareness were also addressed. Peer educators from Wan Smol Bag conducted sessions on HIV and sexually transmitted infection prevention, while providing information about available services through the Kam Pusem Hed Clinic. Under the project’s Labour Management Plan, all workers are required to follow a Code of Conduct promoting respect for colleagues and the surrounding community, alongside safeguards against sexual exploitation, abuse, and harassment.

RSPE Owner and Manager Sandrino Traverso emphasised the importance of workforce preparation. “Construction is not only about building infrastructure,” Mr Traverso said. “It is also about protecting people, respecting communities and making sure our team works safely and professionally.”

The Elol–Etas Subdivision works are expected to proceed with these strong foundations in workforce training, reflecting a commitment to safety, community engagement, and sustainable development.
